{"id":219,"date":"2014-10-03T11:32:00","date_gmt":"2014-10-03T11:32:00","guid":{"rendered":"https:\/\/www.aircrewacademy.com\/blog\/2014\/10\/03\/keeping-up-part-2-is-bao-revisions\/"},"modified":"2018-07-09T18:17:47","modified_gmt":"2018-07-09T18:17:47","slug":"keeping-up-part-2-is-bao-revisions","status":"publish","type":"post","link":"https:\/\/www.aircrewacademy.com\/blog\/keeping-up-part-2-is-bao-revisions\/","title":{"rendered":"Keeping Up \u2013 Part 2: IS-BAO Revisions"},"content":{"rendered":"<p>Here is AAA\u2019s thinking on just this one revision item:<\/p>\n<p><strong><em>Fatigue Risk Management Program<\/em><\/strong><\/p>\n<p><em><strong>Affected Sections<\/strong>: 4 \u2013 Organization and Personnel Requirements, 6 \u2013 Flight Operations, Appendix B \u2013 Implementation Guidance.<\/em><\/p>\n<p><em>Section 4.8 has been added to the Standard and to the Protocols, and Recommended Practices have been added to Standard and Protocol Sections 6.13. Implementation Guidance (IG) is provided in IG 6.13 and referred to in the Recommended Practices in both the Standard and Protocols Sections 6.13.<\/em><\/p>\n<p><em><strong>Explanation<\/strong>: Adding Standard and Protocol Section 4.8 is an administrative action to support the idea that the standard is more widely applicable than just to Flight Operations. No real change has resulted just from this addition and no action is required on the basis of this change alone.<\/em><\/p>\n<p><em>What is the substantive change for 2014? This one is tricky because when reading the Section 4.8 language in the Standard and in the Protocol, it implies that the entire Fatigue Risk Management Program is a Recommended Practice. Reading Standard and Protocol 6.13 further adds to the confusion because the Standard refers to \u2018operations and maintenance\u2019 personnel, whereas the Protocol cites \u2018all personnel\u2019. So which is it?<\/em><\/p>\n<p><em>In addition, the Standard 6.13 cites 2 Recommended Practices, whereas the Protocol 6.13 cites only one.<\/em><\/p>\n<p><em>The official answer is that the Standard is the Standard, not the protocol, although normally they are essentially the same. These glitches reflect the reality that the IS-BAO in all its manifestations is complex, is supported by a relatively small staff, and exists in a rapidly changing environment.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" style=\"margin: 5px; float: right;\" alt=\"iStock 000033517046 Small\" src=\"images\/iStock_000033517046_Small.jpg\" height=\"166\" width=\"250\" \/>If you are IS-BAO registered or seeking to become IS-BAO registered, you have yet another item to add to your list of \u201c1000 Things to Remember at V1.\u201d<\/p>\n<p>Each year, IBAC publishes a revised Standard for the year coming up. If you have an audit planned for the year ahead, you are OK to go with the previous year\u2019s Standard until after June 30, then you must be in compliance with and be audited according to the newer version. This poses a set of practical challenges for your shop. Those challenges include becoming aware of, interpreting, documenting, and then implementing the changes.<\/p>\n<p>The \u2018becoming aware of\u2019 component ought to be the easy part, as IBAC lets us know that the revision is coming, and the revised Standard shows up on the website. It is the other three that are generally the more ornery.<\/p>\n<p>Here, by way of example, is a partial list of affected items for 2014:<\/p>\n<p><strong>Fatigue Management<\/strong><\/p>\n<p><strong>Operations Below Approach Minimums<\/strong><\/p>\n<p><strong>Keeping Up With CNS Evolution<\/strong><\/p>\n<p><strong>Piloting Competency in Key Safety Areas (Recommended Practice)<\/strong><\/p>\n<p><strong>Conforming Changes to Operations in International Airspace<\/strong><\/p>\n<p><strong>Personnel Working Alone<\/strong><\/p>\n<p><strong>Oxygen Requirements<\/strong><\/p>\n<p><strong>Changes to the Format of SMS Protocols \u2013 Informational Item<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Each of these needs to be assessed for applicability; then if applicable, documented in your FOM\/GOM, SMS, and\/or International Ops Manual; communicated throughout the organization; and implemented.<\/p>\n<p>Just for starters.<\/p>\n<p>This can be a load of work. Our perspective at Advanced Aircrew Academy (AAA) is that just interpreting what the new IS-BAO language means can require an advanced degree in IS-BAO, which is a skill not always available in busy flight departments. Then writing the new language for your docs requires another degree. We have watched our clients struggle with both of these demands.
