CANPASS Confusion: The Number vs. the Program, There is a Difference!

If you fly in or out of Canada, you’ve probably heard of “CANPASS”. It’s like saying the magic password to enter a Speakeasy. Pilots often debate the rules, the terminology, and whether they should chant “CANPASS” three times before dialing, so here’s some clarification.
A call to 1-888-CANPASS (1-888-226-7277) is required for all assigned captains (Commercial and Private) at least 2 hours prior to entry into Canada, but no more than 48 hours. That’s the “call” portion, but there is also a "CANPASS Program" that allows private (Part 91) operators to land at approved airports where Canadian customs services aren't offered.
Many pilots insist that they are using the “CANPASS Program” when they call the phone number, but the phone number is not synonymous with the Program.
Overview
Canadian Passenger Accelerated Service System (CANPASS) Private Aircraft Program is for Part 91 operations only. The CANPASS-Corporate Aircraft program is a cooperative effort between Canada Customs and Revenue Agency (CCRA) and Citizen and Immigration Canada to streamline customs and immigration clearance of low-risk travelers. The program combines a telephone reporting system AND a pre-approval permit for travelers using business aircraft.
Once screened and approved, CANPASS members have permission to land at any time at any of the 123 Airports of Entry that are open for operation. CANPASS members can also land at an additional 53 CANPASS-only sites across Canada. These designated sites may enable a CANPASS member to land at an airport that is closer to their final destination.
Pilots and passengers both must have CANPASS approval letters and be operating under Part 91.
Details
Corporate aircraft authorization holders can transport up to four people who do not have an authorization but are traveling on a corporate aircraft for a company-related business need.
To qualify, at least one authorization holder must be among the passengers, and those who are not authorized must be either Canadian or U.S. citizens or permanent residents, or resident aliens of the U.S. who meet the standard requirements for entry into Canada and would otherwise qualify for CANPASS membership.
If there are more than four non-authorization holders aboard, you cannot make use of the CANPASS program.
Note: CANPASS can ONLY be used on direct flights between the U.S. and Canada.
